Douglas Ligor

Doug Ligor joined IAASS as its Director of Policy & Procedures in 2025. Previously, Doug served as a senior behavioral/social scientist and program director at the RAND Corporation. At RAND, he conducted extensive research on space governance issues, including both international and national space law. He has authored or co-authored over 50 research reports, book chapters articles, papers, and commentaries. Prior to RAND, Doug served as an associate counsel, trial attorney, and supervising attorney at the U.S. Departments of Commerce, Justice, and Homeland Security. A graduate of the United States Military Academy at West Point, he also served in the U.S. Army as a tank platoon leader, company executive officer, and battalion logistics officer. Doug holds a B.S. in economics from West Point and a juris doctorate from the University of Connecticut School of Law.
